TCI Rides is a locally built, mobile-first ride-booking platform designed specifically for the Turks & Caicos Islands. It connects residents and visitors with licensed taxi and community cab drivers through a simple smartphone app β bringing modern ride technology to the islands while fully respecting local regulations and the official taxi fare structure established under CAP. 13.01 Road Traffic (2018 revision).
Today, a taxi driver in Providenciales picks up a guest at the airport, drops them at their hotel, and earns a single fare. That guest then stays for a week, wants to visit restaurants, beaches, and attractions β but has no easy way to find and re-book the same trusted driver. The revenue from the rest of that guest's stay is lost. TCI Rides solves this problem by keeping the connection between driver and guest alive for the entire duration of their visit.
We are inviting the Taxi Association and its members to join the platform as partner drivers. This document provides a comprehensive overview of the platform, the transparent fee structure (paid by the guest, not the driver), detailed earnings projections, the official rate sheet integration, safety features, and the partnership model β demonstrating how TCI Rides works with the association rather than around it.

The Turks & Caicos Islands welcomed over 1.9 million visitors in 2023, with the vast majority arriving by air at the Providenciales International Airport (PLS). The average visitor stays between 5 and 7 days, and tourism accounts for the majority of the islands' GDP.
These visitors are digital-first travelers. They research restaurants on their phones, book excursions online, and expect to be able to summon transportation with a tap β just as they do at home. Yet when they arrive in TCI, they discover that booking a taxi requires calling a dispatcher, waiting at a hotel queue, or hailing on the street. The experience feels outdated compared to what they're used to.
This gap between visitor expectations and available service represents an enormous opportunity for licensed taxi drivers. Every guest who arrives wants multiple rides during their stay β to restaurants, beaches, shops, tours, and back to the airport. The demand is there. What's missing is the technology to connect that demand with the existing supply of licensed drivers.

The current taxi model in TCI captures only a fraction of the revenue each guest represents. Here's what happens today:

A guest spending a week in TCI might spend $250β$500 on transportation. The traditional model captures only $50β$75 of that. The rest goes to rental cars, hotel shuttles, or is simply lost because the guest couldn't find a taxi when they needed one.
TCI Rides is a mobile app that connects guests with licensed TCI taxi drivers β before, during, and after their trip. The guest downloads the app (or uses a web link), enters their pickup and destination, sees the official fare upfront, and gets matched with a nearby licensed driver.
The critical difference: after the ride, the guest can re-book the same driver with two taps. They can also save favorite drivers, schedule rides in advance, and track their driver in real time. The connection between guest and driver persists for the entire stay β turning one airport fare into a week of recurring business.

With TCI Rides, the same driver earns an estimated $31,570/year β more than double the traditional model, simply by staying connected to guests for the duration of their stay.
Drivers never pay out of pocket. The platform fee is added on top of the official fare and paid by the guest β not the driver. The driver collects the full amount (fare + fee) from the guest at the end of every trip, then remits only the small fee portion to the TCI Rides office. There are no monthly subscriptions for drivers and no hidden charges.

How it works: The guest pays the official fare + the platform fee directly to the driver (cash or card) β the driver never covers the fee. The driver then remits only the accumulated fee portion to the TCI Rides office when the balance reaches $100, or every 100 trips β whichever comes first. Drivers are blocked from receiving new requests until the balance is settled, ensuring the platform remains sustainable.
Already built in β no paper rate sheet needed
We have already digitized the official Providenciales taxi fare matrix from CAP. 13.01 Road Traffic (2018 revision) directly into the app. When a guest enters a pickup and destination, the app automatically looks up the correct official flat fare between those two zones β Grace Bay, Airport, Leeward, Turtle Cove, Blue Hills, and more. Drivers always charge the government-approved rate, guests see the price upfront, and there's no need to carry or argue over a paper rate sheet. The association's tariff is enforced automatically on every trip.

The full zone-to-zone fare matrix is stored in the app's database and can be updated by the association at any time. If the government revises the rate sheet, we update the app β every driver and guest automatically uses the new rates.
Airport pickups are a core use case. TCI Rides includes built-in flight tracking so drivers know exactly when a guest's flight lands β even if it's early or delayed.

For drivers, this means no more waiting at the airport for guests whose flight is delayed. The app tells you when to leave. For the association, it means every airport pickup is tracked, logged, and assigned to a licensed driver β not an unlicensed operator.
Hotels and resorts are a primary source of ride requests. TCI Rides is designed to integrate seamlessly with hotel concierge desks:
Pre-loaded hotel locations
Every major hotel and resort in Providenciales is pre-loaded as a pickup/dropoff option. Guests select their hotel by name β no address typing.
Concierge web link
Hotel concierges can send guests a booking link via SMS or WhatsApp. The guest books a ride without even downloading the app.
Preferred driver system
Hotels can designate preferred drivers for their guests. When a hotel guest books, the request goes to the hotel's preferred driver first.
Hotel ride reports
Hotels receive monthly reports showing how many of their guests used the service, average wait times, and satisfaction ratings.
VIP Taxi is a premium service tier that allows drivers to earn more per trip by offering a higher level of service. VIP Taxi fares are calculated at 1.5Γ the official taxi flat fare, and the platform fee is $5/trip (paid by the guest).

Community Cab is the shared-ride public transportation tier, designed for local residents and budget-conscious travelers. Fares are flat per passenger based on distance tiers, in accordance with the TCI Road Traffic (Amendment) Act.

How earnings work:
1. Guest pays fare + platform fee directly to driver (cash or card) at end of trip

3. When the owed balance reaches $100 (or every 100 trips), driver settles via the app

Here's the proposed timeline for onboarding the Taxi Association and its members:
Association meeting & agreement
Present the platform, review the fee structure, and sign the partnership agreement. Address any concerns.
Driver recruitment & onboarding
Association approves drivers. Drivers download the app and complete the application. Accounts are activated.
Training program
Group training sessions for all approved drivers. Distribute quick-reference guides and set up support contacts.
Soft launch
Platform goes live for a small group of drivers and hotels. Monitor performance, gather feedback, and fix issues.
Full launch
All approved drivers are online. Marketing campaign begins. Airport QR codes and hotel partnerships go live.
First review
Review earnings data, driver feedback, and guest ratings. Adjust as needed. Plan expansion to other islands.
The partnership between TCI Rides and the Taxi Association is built on transparency and mutual benefit. Key terms:
The Taxi Association retains full control over driver approval and revocation.
The official fare matrix is enforced by the app. Any rate changes by the government are updated in the app within 48 hours.
Platform fees are paid by guests, not drivers. The fee structure is transparent and can be reviewed by the association at any time.
The association receives aggregate ridership data (volume, routes, peak hours) on a monthly basis.
Individual driver and guest data is private and never shared without consent.
The partnership can be terminated by either party with 90 days' notice.
Any disputes between the association and the platform are resolved through direct negotiation, with the Taxi Commission as mediator if needed.
Q: Do I have to pay to join?
A: No. There is no signup fee, no monthly subscription, and no equipment to buy. The platform fee is paid by the guest on top of the fare β you never pay out of pocket.
Q: Can I still take street hails and hotel queue pickups?
A: Absolutely. The app is an additional source of requests. You can accept app rides when you're online and take street hails when you're offline. There's no exclusivity requirement.
Q: What if a guest doesn't pay?
A: If a guest refuses to pay, the support team investigates. The driver is compensated for the trip. Repeat offenders are banned from the platform.
Q: Do I have to work certain hours?
A: No. You go online and offline whenever you want. There are no shifts, no quotas, and no minimum hours.
Q: What if the app stops working?
A: Contact the support team directly from the app. If it's a system-wide issue, we communicate with all drivers via SMS and fix it as fast as possible.
Q: Can the association change the fees?
A: The fee structure is agreed jointly. Any changes require consultation with the association. Drivers are notified 30 days in advance of any change.
Q: What about guests who don't have smartphones?
A: Guests can book through the website without downloading the app. Hotel concierges can also book on behalf of guests.
Q: Is my earnings data private?
A: Yes. Your individual earnings are visible only to you and the admin team for settlement purposes. The association sees only aggregate, anonymized data.

The following zones are currently integrated into the app's fare calculation engine. The full zone-to-zone fare matrix follows the official CAP. 13.01 Road Traffic (2018 revision) tariff.
The app automatically determines the correct fare based on the pickup and dropoff zones. Half-fare applies for additional passengers beyond the first, per the official tariff. The association can request additions or changes to the zone list at any time.

Shared-ride public transport tier. Flat fare per passenger by distance.
Taxi
Standard licensed taxi. Official flat fare between zones.
VIP Taxi
Premium taxi service at 1.5Γ the official fare. Includes Meet & Greet.
Truck Hire
Cargo transport service. Percentage-based commission.
Platform Fee
Flat fee per trip, paid by the guest on top of the fare. $1/$3/$5 by tier.
Re-booking
Guest's ability to book the same driver again with one tap after a trip.
Meet & Greet
Driver holds a name sign at airport arrivals for guest pickup.
Fast Track
Expedited immigration service add-on for airport arrivals.
Flight Tracking
Live monitoring of guest's flight arrival time for airport pickups.
Scheduled Ride
A ride booked in advance for a specific date and time.
Panic Button
Emergency alert feature that sends GPS location to the admin team.
Surge Pricing
Time-of-day demand multiplier for metered rides (not applied to flat fares).
Fee Settlement
The process of remitting accumulated platform fees to the office via Stripe.
